Change of Employer on a CSEP or GEP: What's Actually Allowed

Starting a new job in Ireland after a Change of Employer application, CSEP to GEP transfer

For a long time, changing jobs on an Irish employment permit meant starting the entire application over. That changed, and a lot of people are still working off the old rules without realising it. Here is the clear version.

Quick Answer

Yes. Since September 2024, CSEP and GEP holders can change employer without a brand new permit application, once they've held their current permit for at least nine months. GEP holders can move within the same 4-digit occupation code; CSEP holders have more flexibility within the broader 3-digit category.

What Changed

Since September 2024, both Critical Skills Employment Permit and General Employment Permit holders can change employer without applying for a brand new permit from scratch, provided certain conditions are met. This matters directly for your progress toward Stamp 4, since employer changes are one of the most common reasons that timeline gets questioned. It is worth understanding properly rather than relying on advice from someone who went through the process before September 2024.

The Nine-Month Rule

If this is your first employment permit in Ireland, you are generally expected to remain with your original employer for nine months from the date you started that employment. This applies to both CSEP and GEP holders. Before September 2024, this waiting period was twelve months, so if you are reading older material referencing a year-long lock-in, that is now out of date.

After nine months, you can apply for a change of employer without a completely fresh permit application. Your current permit needs to still be valid, with at least two months remaining, at the time you apply.

How Far You Can Move

This is where CSEP and GEP genuinely differ, and it is a distinction worth understanding clearly.

GEP holders can move to a new employer, but only within the same specific occupation, identified by the full 4-digit Standard Occupational Classification code. A meat processing operative can move to another meat processing role. A shift into a related but technically different occupation code generally doesn't qualify under this simplified process.

CSEP holders have more room to move. You can change to a role within the same broader occupation category, identified by the 3-digit SOC code, which covers a wider group of related roles. Moving between different types of engineering roles is a commonly cited example. This extra flexibility reflects the fact that CSEP occupations are already recognised as being in high demand.

If the role you want falls outside your qualifying category — whether GEP or CSEP — this simplified process doesn't apply, and a new employment permit application would be needed instead.

What the Process Actually Involves

  • No Labour Market Needs Test is required — your occupation has already been assessed as in demand or in shortage
  • The application is a joint process — both you and your new employer complete their respective parts online
  • A new, signed contract of employment with your new employer must be submitted
  • You must start with your new employer within one month of the new permit being issued
  • You cannot begin working for the new employer until the updated permit has been issued — starting early is not permitted
  • A maximum of three change of employer applications are allowed per permit holder

What Happens If You Are Made Redundant Before Nine Months

If you lose your job before reaching the nine-month mark, this simplified process technically isn't available to you yet. That can leave you in a genuinely difficult position — unable to change employer under this route but also not tied to a job that no longer exists. If this happens, don't wait for the situation to resolve itself. Get advice quickly rather than letting your immigration permission run into trouble while you figure it out.

What People Get Wrong

"CSEP and GEP have the same flexibility for changing employer." They don't. GEP holders are restricted to the same 4-digit occupation code; CSEP holders have more room within the broader 3-digit category.

"I still need to wait twelve months before changing employer." This was reduced to nine months in September 2024. If you are reading older material, it is outdated.

"A similar-sounding job automatically qualifies." Similarity in title or industry isn't the test. The occupation classification code is what actually determines eligibility for this simplified process.

"I can start my new job as soon as I've accepted the offer." You need to wait until your updated permit is actually issued before starting with the new employer.

Quick Answers

Can I change employer before nine months?
Generally no, under this simplified process. Exceptional circumstances may allow other options, but this isn't the default.

Do I need a new Labour Market Needs Test to change employer?
No, this requirement is waived for the change of employer process specifically.

How many times can I change employer on the same permit?
Up to three change of employer applications per permit holder.

What if the role I want doesn't match my occupation code?
This simplified process doesn't apply, and you would need to look at a new employment permit application instead.

Occupation classifications aren't always obvious from a job title alone. A quick check before you move can save a lot of complications after.
