Family Reunification Ireland: Category B vs Category C Sponsors Explained

Two people, both on employment permits, both trying to bring their spouse to Ireland, and they get told completely different waiting periods. Neither is wrong. They are in different sponsor categories, and this is one of the most commonly confused parts of the whole system. Here is the clear version.
Why This Matters
Ireland's Non-EEA Family Reunification Policy sorts sponsors into categories, and which category you fall into determines how soon you can bring family members to Ireland and what financial threshold you need to meet. There is also a Category A, which covers Irish citizen sponsors and sits outside the permit-holder question this article deals with. Two things to hold onto before the detail: this policy is administrative, not statutory, so meeting a category's criteria makes you an eligible sponsor rather than guaranteeing a grant, and the Minister retains discretion to refuse. And the policy was substantially revised on 26 November 2025 and amended again on 12 June 2026, so anything you read written before those dates is likely out of date. This is a completely separate question from your own path to Stamp 4. Being close to your own Stamp 4 eligibility says nothing about when you can sponsor family reunification, these are two different clocks governed by two different sets of rules.
Category B Sponsors
This generally covers Critical Skills Employment Permit holders and researchers on a Hosting Agreement. If you fall into this category, you can generally apply to bring your nuclear family, spouse, civil partner, or dependent children, to Ireland immediately, without a waiting period, provided you meet the relevant financial and other requirements.
For family members outside your nuclear family, such as a parent or a dependent adult child, a Category B sponsor generally needs two years of residence in the State on an eligible permission before they can sponsor.
Category C Sponsors
This generally covers General Employment Permit holders and independent Stamp 4 holders not otherwise captured by another category. If you are in this group, you generally need to wait around 12 months of residence in Ireland on your qualifying permission before you can apply to sponsor your nuclear family.
For non-nuclear family members, the waiting period for Category C sponsors is considerably longer again, generally five years of residence in the State on an eligible permission.
Since the June 2026 amendment, Category C sponsors also have to provide documentation showing suitable accommodation for the family members they are sponsoring. ISD publishes space standards for this, broadly one bedroom for the sponsor and spouse or partner plus one further bedroom for every two children, with restrictions on children over ten sharing with a child of the opposite sex and on unrelated adults in the household. Sponsors living in certain forms of supported accommodation are not eligible to sponsor at all.
The Financial Threshold Difference
The single most important change here: income is now assessed on the sponsor alone. Combined household income is no longer taken into account, so a couple who would have cleared the threshold together may not clear it on one salary. Each category has its own income requirement, and these have been updated more than once recently, so don't rely on a figure you read a while ago. Category B sponsors are generally assumed to meet the relevant income level based on their permit conditions. Category C sponsors need to demonstrate their income directly, generally using Employment Detail Summaries from Revenue for the relevant prior period.

Why People Confuse This With Their Own Stamp 4 Timeline
This is the mix-up I see most often. A GEP holder assumes that because their own Stamp 4 clock runs on 57 months, their family reunification eligibility must run on a similarly long timeline. It doesn't. Family reunification eligibility as a Category C sponsor is generally reachable at around the 12-month mark for nuclear family, far sooner than the Stamp 4 timeline for the sponsor themselves. These are separate questions entirely, and conflating them leads people to either apply too early or wait far longer than necessary.
What People Get Wrong
"My family reunification timeline matches my own Stamp 4 timeline." These are separate rules entirely. Confusing them is one of the most common and costly mistakes in this area.
"Any employment permit holder qualifies as the same sponsor category." CSEP holders and GEP holders fall into different categories, Category B and Category C respectively, with meaningfully different waiting periods and financial requirements.
"The income threshold is the same for everyone." It differs by category, and the figures are reviewed periodically. Always check the current numbers directly rather than relying on something you read previously.
"Non-nuclear family follows the same timeline as spouse and children." Extended family members generally face significantly longer waiting periods than nuclear family, regardless of sponsor category.
"My children count as nuclear family until they turn 23 if they are still studying." Not any more. Since the November 2025 revision, the nuclear family means your spouse, civil partner or de facto partner plus unmarried children under 18. Children aged 18 to 23 in full-time education are no longer treated as nuclear family. An adult child now has to be shown to be wholly dependent on your care because of a serious medical or psychological condition, and falls under the much higher dependent-adult thresholds. There is a narrow carve-out for those who were minors when their original permission was granted and remain in full-time education.
"If I meet the criteria, they have to approve it." No. This is policy rather than law. Meeting the criteria makes you eligible to apply; the decision remains discretionary.
